New decision to require veterinary inspection and commercial transport documents for non-commercial transport in the EU of more than five dogs, cats or ferrets (Regulation EU 388/2010)
The ESDRA Congress was informed about this decision implemented in May by the European Commission, intended to reduce the fraud in which commercial movement of over five dogs, cats and/or ferrets is being disguised as non-commercial movement. The new decision requires pet owners wishing to travel in Europe with more than five of the above-mentioned species of animals, to proceed with an official veterinary inspection of the animals before travel and obtain a commercial transport document, to be emailed to the country (-ies) of destination before travelling. Immediately the Board drafted and sent their comments to the European commission. We have had a reply stating that the Commission still considers the decision applies as it is a question of public and animal health whenever more than five animals are transported. However, “after initial experience,” the Commission seems to consider “that in certain cases involving a limited population of pet dogs, notably those related to sports or shows, the provisions of that regulation would be disproportionate.” The reply to the ESDRA comments indicated that the European Commission plans to get more information in order to try to find a way to resolve the problem of fraud with “reduced administrative burden,” and plans to study and “propose options to address this issue.”
The ESDRA Board is staying on top of this issue and will remain in contact with the Commission in order to provide any assistance needed.
